The GP is notorious for not working properly at low gain settings. Bringing the ball at the tail servo closer to the center increases the mechanical throw of the tail servo (you need to increase the throws at the gyro - see the manual) so the gyro will work at higher gain setting and the slow tail wag will be gone.
